For example I was at a debate tourney for my high school and this really pretty girl from my school starts staring at me... and guess what i do look back and smile but thats its, i didnt talk to her or anything and blow my chance, i need to no what to do in a situation like this because ive got one last shot at a freshman snow retreat...How do I flirt with someone ive never said a word to?

Go over and talk to her? If you cant do that make a sign at her or something that lets her know you would like to speak to her after/when you can. Hold up paper with a drawing on like a drink or a place where you can meet.
go up to her and start talking to her! it doesnt matter what you talk about. just as long as you talk TO her. and if she was staring at you.. she obviously has a little crush on you.
say ';hey, i saw you before but didn't get a chance to talk to you. I'm (tell her your name)'; then start with the basic introductory questions
